BMEA Boards and Committees – All appointments are made by the President of the Association unless otherwise noted. Appointments are made annually for all committees except the Sick Bank and Negotiations Committees. Some committees still have vacancies. If you are interested in serving, please contact the BMEA President.

Officers are elected at the last quarterly membership meeting of the calendar year. Stewards are appointed. The Board of Directors meets monthly to discuss any union business and grievance-related issues.

Auditing Committees (Treasurer & Secretary)
Two members serve on each committee.
Secretary – Review minutes for Quarterly Membership Meetings and Monthly Board of Director’s Meetings to ensure all minutes are accounted for and voted on for accuracy and acceptance. Treasurer-Review records to ensure all the Association dues are deposited, expenses are paid for and that Federal, State and BMEA Constitution & By-Laws requirements are being met.

Constitution & By-Laws Committee
Reviews for necessary revisions/updates. Solicits input from the membership and the Board of Directors. Makes recommendations, prepares articles and presents for a vote at membership meetings.

EBAC-Employee Benefits Advisory Committee
Appointed by the Town Manager.
EBAC is an advisory group consisting of representatives from all municipal unions, retirees and a non-affiliated member.  The Town Treasurer and Human Resources staff members also attend to coordinate the effort with management.  The EBAC committee is dedicated to researching or soliciting new benefits from potential and existing vendors.  Subsequently, this committee as a whole, makes a recommendation to the Town Manager on behalf of all employees and retirees.

Education Committee
Each bargaining unit has a committee.
This committee consists of BMEA members, the Human Resource Director and the Town Accountant. They review applications from the membership requesting Educational classes, professional development and seminars be paid for through Educational funds. The Committee votes whether to disperse funds for the class. Any appeal on a decision needs to be made to the Town Manager who has final discretion.

Education – Video Library
BMEA along with other bargaining units agreed to use unspent money in the Educational Funds for the purchase of CD’s, Video Tapes and other Educational and Training Materials for employees use. Items may be checked out at Information Technology.|

Entertainment Committee- Adult’s Party
Organizes, plans and executes all entertainment activities subject to the constraints of its budget which is established annually at the first quarterly membership meeting for the adult annual party. Committee shall provide the Treasurer with a complete accounting (including receipts) for all expenditures.

Entertainment Committee-Children’s Party
Organizes, plans and executes all entertainment activities subject to the constraints of its budget which is established annually at the first quarterly membership meeting for a children’s holiday party. Committee shall provide the Treasurer with a complete accounting (including receipts) for all expenditures.

Investment Committee
Consists of the Treasurer and 2 members.
Meets periodically with the Financial Advisor to ensure that the Association’s funds are invested properly to maximize the rate of return with minimal risk. Makes recommendations to the Board of Directors and/or the membership for changes to the portfolio.

Membership Committee
Paid position
Communicates monthly with the Town’s Human Resource Department for new members. Maintains database of members and their addresses. Prepares labels for the Newsletter and notifications.

Bargaining Committee Unit A
Appointed by the Board every three years
Consists of three members and one alternate. This committee stays intact until a contract is ratified by the membership. Responsible for meeting with Town Representatives in order to negotiate a contract for the General Unit. Presents offer to the membership for ratification at a Special Membership Meeting.

Appointed by the Board every three years
Committee may consist of up to four bargaining unit members. This committee stays intact until a contract is ratified by the membership. Responsible for meeting with Town Representatives in order to negotiate a contract for the DH Unit. Presents offer to the membership for ratification at a Special Membership Meeting.

Communications Committee
To publish an informational vehicle in order to provide our membership with information, to announce up and coming events, and allows our members to express their views and opinions. Members are encouraged to write articles. Every reasonable effort will be made to publish your article.

Reclassification Review
Reviews new and revised job descriptions for specific language requirements for the General Unit. Discusses with the Human Resource Designee, any concerns and for proper placement within a classification series.

Sick Leave Bank Committee
Five Appointments are made by the Town Manager for two years in the General Unit.
Reviews applications to the Sick Leave Bank by members who have exhausted their accrued time and are seeking days from the Sick Leave Bank in conformance with the policy as outlined in the bargaining unit contract. The committee shall report to the membership, the number of participating members, the number of days granted as leave and the number of days remaining in the bank. Shall make recommendations for negotiation, any changes they see as necessary to the Sick Leave Bank Policy.

Sunshine Committee
Sends cards, flowers and gift baskets to members on behalf of the membership suffering from an illness, recuperating from surgery, birth of a child or experiencing a death within their immediate family. Retirees also are acknowledged.
